Members of the Kentucky Legislature will wrap up their organization week on Friday and return to Frankfort on February 7 for the remainder of their regular 30-day session.
R-Prospect House Speaker David Osborne said he was pleased with how the first week went.
“The key piece of legislation we passed was to lower the state income tax, which has been our goal for some time since we passed the tax code last year.”

Thanks to a 2022 law, the income tax rate was cut from 5% to 4.5% on Jan. 1, but the bill passed by the House this week would cut it further from 0.5% to 4% based on the size of the state. down to The Budget Reserve Trust Fund is currently approximately $2.7 billion.
Last year’s law allowed the income tax rate to be further reduced to zero if the trust fund, also known as the “Rainy Day Fund,” hit a benchmark.
Osborne says the sessions appear to be shaping up the way he thought they would.
“This year will be a more cautious pace. Over the past few years we have had an incredibly aggressive agenda. I think it’s our duty to deal with.”
He said, “It doesn’t mean that there will be no more things that cause disasters and crises and need urgent attention. Sometimes they do. But I think we’ll see a more traditional pace in this 30-day session.” I think, but I want to move forward on things that I may not have been able to complete before.”
Osborne says he has good reason to expect the pace to slow this year.
“This is the first session in four years where we have not had to deal with budgets, reorganizations or pandemics. .”
The House and Senate are adjourned until next month, but Osborne says that doesn’t mean some of his members aren’t busy. We plan to investigate the allegations.
One is against Ronnie Lee Goldie, the U.S. Attorney for Rowan, Bath, Menifee, and Montgomery Counties, which make up the 21st Circuit Court. He had a relationship for several years with defendant Misty Helton, who was indicted in Rowan County. .
The other concerns Richard Boring, federal attorney for the Third Circuit, which is composed of Christian County. Not only has he been accused of prosecutorial misconduct in connection with a criminal case, but he has also written a letter upholding a personal pardon.
